His Eminence Archbishop of Naro-Fominsk was born in the town of Kosterevo, Vladimir region.

In 1978 he finished the secondary school and entered the Ivanovo State University (History Department).


In 1983 he graduated from the university. From July 1983 till July 1984 he fulfilled the obedience of  senior subdeacon of Archbishop of Ivanovo and Kineshma Amvrosiy (Shchurov; retired).


In 1984 he entered the Moscow Theological Seminary.


From 1985 till 1986 he served in the Army.


While studying at the MTS - from 1986 till 1988 – he fulfilled the obedience of senior subdeacon of Bishop Alexander (Timofeyev) of Dmitrov, the MTSA rector.


On March 24, 1988 he was admitted to monastic vows and was named after Justinian the Great, Emperor and Saint.


On Easter 1988 His Eminence was ordained deacon and on June 26, the same year he was ordained hieromonk.


In 1988 he entered the Theological Institute in Bucharest from which he graduated in 1992 with the degree of Master of Theology.


In 1991 His Eminence worked in the Church External Relations Department.


From June 1991 till November 18, 1992 he was senior priest in Saint Trinity Cathedral in Kalinin (Tver).


In 1992 he was elected to hegumen.


From November 18, 1992 till 1995 – Father Superior of the Ascention Cathedral in Tver.


On September 1, 1995, in Donskoy monastery in Moscow, he was consecrated as Bishop of Dubossary, Vicar of Kishinev Diocese.


On October 6, 1998 he was appointed Bishop of newly founded Diocese of Tiraspol and Dubossary.


On February 25, 2008 His Eminence was elevated to the rank of Archbishop.


From 2009 he studies by correspondence at the Russian Presidential Academy of State Service (the RAGS) at the State-cum-confessional relations Department.


On March 5, 2010 at the Meeting of Holy Council of Russian Orthodox Church Archbishop Justinian was appointed Administrator of Patriarchal parishes in the USA with the title of Archbishop of Naro-Fominsk.

Archbishop Justinian has been conferred on church and secular rewards for his work for the greater glory of the Holy Church.

    The Order “For Personal Courage” (Moldova Republic of Transdniestria)
    The “Gloria Munchii” Order (Republic of Moldova)
    The “Dignity” Order (The International League for the Defence of Human Dignity and Security)
    Medal “For the Consolidation of the Customs' Cooperation”

Archbishop Justinian is the honorable man of Tiraspol (since 2010).
